As with most of the Laws of the game, there are some grey areas. For example, if a team were only to nominate 22 in their match day squad from the get-go, then the Laws could reasonably be interpreted to mean that a broken front row
could be replaced under uncontested scrum conditions but if you start with 23 then you're hosed if you break too many front row in one game.
At levels below "elite" rugby, the "cannot replace on uncontested scrums" clause doesn't apply.
